How to turn on Wi-Fi settings for Microsoft To Do
Some Windows 10 devices that run Windows 10 version 2004 or higher and can connect to a cellular data network include a setting that controls which apps can access the internet. This setting needs to be turned on to be able to sign in to and sync Microsoft To Do.
To use To Do on a wireless network:

Open Settings on your Windows 10 device

Select Network & Internet > Wi-Fi

Select Choose apps that can use your Wi-Fi data

Turn on the toggle next to Let apps use my Wi-Fi data, then turn on the toggle next to Microsoft To Do
To use To Do on a cellular network:

Open Settings on your Windows 10 device

Select Network & Internet > Cellular

Select Choose apps that can use your cellular data

Turn on the toggle next to Let apps use my cellular data, then turn on the toggle next to Microsoft To Do
