Addresses an issue that may prevent access to some gov.uk websites that don’t support HTTP Strict Transport Security (HSTS) when using Internet Explorer 11 or Microsoft Edge.

The improvements in this update are not included in the Monthly Rollups released May 14, 2019, such as KB4499164 (Windows 7 SP1 and Windows Server 2008 R2 SP1), KB4499171 (Windows Server 2012 and Windows Embedded 8 Standard), or KB4499151 (Windows 8.1 and Windows Server 2012 R2).
