You can pan and zoom various ways, depending on the device you're using.
Pan and zoom by using the keyboard

Hold down both the Ctrl and Shift keys.
The pointer turns into a magnifying glass.

Try the following techniques:

Click the left mouse button to enlarge the view.

Click the right mouse button to reduce the view.
-
Click the left mouse button and drag a rectangle that contains just the region you want to zoom into.

Right-click and drag to pan the diagram.

Pan and zoom by using the scroll wheel
Do either of the following:
-
To scroll up or down, rotate the scroll wheel forward or backward.

To zoom in or out, hold down the Ctrl key as you rotate the scroll wheel forward or backward.
: You can change the default behavior of an IntelliMouse wheel from scrolling to zooming. Click the File tab, and then click Options. Click Advanced, and under Editing options, select the Zoom on roll with IntelliMouse check box.
Zoom by using the zoom controls
The zoom controls are in the Visio status bar, below the diagramming page.
Hold the pointer over each control to see what the control does. The controls include a slider that sets the zoom level, a button to fit the page to the size of the current window, and a button to open the Pan & Zoom window.
Zoom and pan by using the Pan & Zoom window

On the View tab, in the Show group, click Task Panes, and then click Pan & Zoom.

In the Pan & Zoom window, if you do not see a blue box, drag to create a blue box. The blue box indicates the region of the page that is shown in the drawing window.

Resize the blue box by dragging a side until it fits the area that you want to magnify.

To view other sections of the diagram (or to “pan” the diagram), click inside the blue box and drag it over the section you want to view.
: In the Pan & Zoom window, you can also move the slider to zoom in or out of your drawing.
Zoom by using the Zoom command
On the View tab, in the Zoom group, click Zoom, and then select a zoom level and click OK.
Pan and zoom quickly with a touchscreen or trackpad
If your device has a touchscreen or trackpad:

Use a pinching motion with your thumb and forefinger to zoom in (pinching inward) or zoom out (pinching outward).

Pan by swiping with one finger.
Pan and zoom by using focus zoom

Open the diagram for viewing or editing.

Place the mouse pointer in the region you want to zoom:

To zoom in: Press Ctrl and scroll the mouse wheel up to zoom into the region in focus.

To zoom out: Press Ctrl and scroll the mouse wheel down to zoom out from the region in focus.

Pan and zoom with a keyboard

Zoom in: Press Ctrl and the + key. Or press Ctrl+mouse wheel, then scroll upward.

Zoom out: Press Ctrl and the - key. Or press Ctrl+mouse wheel, then scroll downward.

Pan: Press an arrow key.
Zoom with the slider

Open the diagram for viewing or editing.

Zoom in and out of the drawing using the slider in the lower-right corner.

To fit the diagram page to the current window, select Fit page to current window .
Use the Pan & Zoom window

Open the diagram for viewing.

To display the Pan & Zoom window, select Show the Pan & Zoom window at the bottom right of the window.
A blue box indicates the region of the page that is shown in the drawing window.

If you do not see a blue box, drag inside the Pan & Zoom window to create one.

To pan, move the blue box.

To zoom, draw a blue box.
